I would like to take this opportunity to invite you to become involved in a process by which we identify, develop and plan the use of new resources in order to advance the campus vision and implement the strategies that lie behind that vision. Many of you have read about or been involved in the progress of the President's Total Learning Environment (http://www.cusys.edu/TLE/index.html) (TLE) initiative; a system-wide program aimed at articulating and achieving the University's strategic goals to meet the challenges of the 21st Century. TLE is designed to preserve the core values of creativity and learning, while innovating and stimulating progress to meet contemporary and future issues. Implementation of the TLE requires identifying specific campus strategies, as well as determining the required program enhancements and the associated sources and uses of resources. Accordingly, one of the processes targeted for revision through the TLE initiative is the University's resource allocation and budget process. The revisions will place an emphasis on multi-year budget planning, and on increasing the amount of funds available to support the academic enterprise and support services. This new approach in determining our resource needs and allocations, has been coined the Integrated Resource Management Strategy (IRMS). Implementation of IRMS is taking place in several phases, with each phase enlisting and depending upon the input of faculty. As part of Phase I of IRMS, this memo offers you the opportunity to provide your ideas for needed enhancements or initiatives that would bring CU closer to achieving its aspirations. The current campus vision statement and campus TLE goals identified in our campus strategic plan are attached. Also attached is a preliminary list of new and existing efforts tentatively identified as areas that could be created or augmented as part of the implementation of TLE. This list is not all-inclusive. It is a beginning; a frame of references for you as faculty members to determine where additional resources might be dedicated to achieve the campus' strategic interests. Determination of program enhancements is being done in conjunction with identifying additional resources to be sought through the CU Foundation TLE/ Capital Campaign, as well as other sources. Our process will include faculty, department chairs, and deans of the colleges and schools. As such, I kindly ask that you take some time to review the attached list and consider how you would amend it, including identifying important and high priority items that need to be added. Also, please consider placing an asterisk (*) next to those few items which you feel are the most critical for us to support and in which to invest over the next three years, in particular.
